Marcel Deveraux was an Imperial Security agent and a vampire who worked with partner Phil Shon in chasing down the enemies of the Middle Kingdom. He caught, interrogated, and briefly imprisoned James Welthammer, and unsuccessfully investigated the disappearance of Icarus Hicks.
