Telepaths in Babylon 5 used this term to dismissively refer to non-telepathic humans, rather than calling them "normals". This in turn was a reference to the way sci-fi fans (particularly on the convention circuit) refer in a deprecating manner to friends and family who don't "get" sci-fi and aren't as obsessed by it as they are.
